23 DIVISION

Reimagining the police division station as a civic and community asset, Peel Regional Police 23 Division challenges the conventional typology of law enforcement architecture by prioritizing transparency, wellbeing, and public interface. Organized as a “three-wing” configuration, the building strategically separates public engagement spaces, operational offices, and the cell block while maintaining functional adjacency and clarity of circulation.

At its core, the project is structured around a central, day-lit internal garden and stair—a living spine that acts as both orienting device and restorative space, fostering moments of collaboration, decompression, and visual connection throughout the building. This vertical landscape introduces access to natural light, ventilation, and views to the surrounding ravine, reinforcing a healthier and more human-centered workplace environment for staff and visitors alike.

By integrating civic openness with secure operational needs, the design positions architecture as a tool for psychological wellbeing and social trust—shifting the narrative of policing spaces toward healing, dignity, and community connection from within.
